药品电子监管的政企信息共享实施策略研究

Study on the Strategy of Information Sharing between the Governments and Enterprises Based on Pharmaceutical Electronic Supervision

目的:为顺应网络社会发展与政府制度创新趋势、加强药品监管提供参考。方法:分析我国药品电子监管与政企信息共享现状,探索药品电子监管机制以及政企信息共享实施策略。结果与结论:药品电子监管的政企信息共享实施策略包括渐进式策略、以高覆盖面和大宗药品为重点的策略、标准化先行策略等;对政府之间、政企之间和企业之间的信息资源的整合和综合集成,是实现药品电子监管的基础。

OBJECTIVE： To follow the development of network society and institutional innovation of the government and to provide reference for strengthening drug monitoring and supervision. METHODS ： The author analyzed the current status of Chinese pharmaceutical electronic supervision and information sharing between the government and enterprise , and discussed implement strategies of the electronic supervision mechanism and information sharing. RESULTS ＆ CONCLUSIONS： The information sharing of pharmaceutical electronic supervision includes progressive strategy, strategy with wide coverage and large amount of drug as key points, standardization priority strategy, etc. The pharmaceutical electronic supervision is based on the information integration be- tween governments, between enterprise and government, between enterprises.
