充分利用社会资源,推进国有企业生活后勤业务外包,是进一步推进国有企业改革,提升服务质量和运作效率的需要。从国有企业履行社会责任的视角,探讨国有企业生活后勤业务外包、人员借用的改革模式和具体操作,也为大型国有煤炭企业改革和管理提升提供一定的借鉴和参考。
It is necessary that making full use of social resources to promote the logistics outsourcing of state-owned enterprises for further promoting the reform of state-owned enterprises and improving the service quality and operation efficiency. This paper, from the perspective of state-owned enterprises fulfilling their social responsibilities, discusses the reform pattern and specific operation of logistics outsourcing and personnel loaning of state-owned enterprises, which also offers certain reference for reform and management promotion of large state-owned coal enterprises.
