摘要
论文在综述公共政策工具内涵和分类的基础上,分析了公共政策工具发展的动因。根据霍莱特和拉姆什的公共政策工具结构分析框架探讨了公共政策工具的发展阶段及其适用性,最后结合我国转型时期的背景,研究了当前我国公共政策工具的选择问题。
on the basis of summarizing the connotation and classification of public policy tools, this paper analyzes the development causes of public policy tools. According to Wright＇s structure analysis framework of public policy tools, it discusses the development stage of public policy tools and their applicability. Finally according to the background of the transitional period of our country, it studies the selection of public policy tools in current China.
