摘要
美国进步时代改革是在美国社会急剧转型的背景下,由公民和政府相互合作、相互建构而生成的一场社会系统性改革运动,是人类现代性进程中的一个缩影。在这一过程中,进步是持续性的精神向导,自由是变化中的行动指南,民主是其根本的内在逻辑。文章旨在对美国进步时代改革的内在逻辑进行梳理,并探讨这一时期的美国在"新民主"理念下倡导公民教育的主张与实践,冀期于对我国当前的社会转型和治理变迁提供启示和借鉴。
Reform during the American Progressive Era involved a series of social systematic reforms growing out of mutual cooperation and construction between citizens and government,which was a microcosm of the modern- istic processes of mankind. In this process, progressivism was the persistent spiritual guide and liberalism was the changing action guide;however,its only inherent logic was democratic ideals. "New Democracy" during the American Progressive Era, which highlighted the modernity of mankind and citizens and had a strong moral sense and implications for social ethics, emphasized the positive aspects of liberty and citizens' political partici- pation. There was an inter-construction phenomenon in this period between New Democracy and Civic Educa- tion. The latter,which was fundamentally constructed by society and citizens,paid more attention to citizens' so- cial practices and political participation, strengthened citizens' identification of a social core value system, and promoted the formation of social consensus as "coexistence and co-prosperity" through the educational strategy of "Americanization". Therefore,like the ideas of innovation and institutional change, Civic Education during the American Progressive Era played an equally important role in promoting social transformation and strengthening social construction.
