Flowing to Towns of Rural Compulsory Education Students:Features,Problems and Management strategies

城镇化推进和农业人口向非农产业转移,带动大量农村义务教育生源向城流动。尽管这种流动有其必然性,并在很大程度上反映了农村人口的优质教育诉求,但不可避免地派生出一系列问题。必须摒除适切性较差的城市取向治理路径,坚持以人为本,制定出台彰显行政伦理特征的治理政策。

With the development of urbanization,large quantities of Compulsory Education students are beginning to flow to towns with their parents.Though it is inevitable and reasonable, and reflects rural population＇s demands of quality education, yet a series of problems occur inevitably.Based on the analysis of its features and relevance in perspective of Administrative Ethics, governments must issue practical policies to solve the problems and meet the rural population＇s demands of quality education.
