Against the background of the ongoing nation-wide endeavor of university statute drafting, the paper discusses the value of statute in university governance and its realization. It is argued that the value of university statute lies in the distribution and balance of powers. Therefore, an ideal university statute should embody individuality, efficiency and accountability. The tactics for drafting such a university statute include facing up to the reality, designing friendly interfaces, and drawing on collective wisdom from all parties concerned.
