The Analysis for the Governance of Military-Civil Technology Transformation Network

在分析军民技术转移网络治理问题的基础上,综合运用技术转移理论、复杂网络理论和治理理论,构建了军民技术转移网络治理的理论模型,阐释了其中的治理目标、治理环境因素,分析了信任机制、学习机制、生态治理机制、文化机制等4个不同治理机制。最后,给出有利于军民技术转移网络治理的研究建议。

In this paper, we analyze some governance problems of military--civil technology transformation net- work. In the process of analyzing, we use technology transformation theory, complex network theory and govern- ance theory. First, we set up the governance model of military--civil technology transformation network. Second, we discuss the governance mechanism of military--civil technology transformation network, including trust mecha- nism, learning mechanism, ecological governance mechanism and culture mechanism. Finally, we propose the re- source integration thinking which makes for the governance of military-- civil technology transformation network and research advices.
