Thinking about the Present Mass Incidents:Why is it possible to handle by Comprehensive Methods?

当前群体性事件的解决从维稳到矛盾化解思维转变,综治成为必然选择。应立足中国特色的社会控制理论,剖析预防和减少群体性事件需要破解的难题:依靠领导批示解决问题;基层信访在政绩考核中异化;法制维权在实践中被群众延宕或放弃。以有针对性地提出解决策略,探讨如何才能实现群体性事件的综合治理。

At present,the solution of the mass incidents change from the stability to the conflicts solving,so the comprehensive dealing is necessary.This article is based on the society control theory,mainly analyze the difficult to present and reduce the mass incidents,and that is： to solve the problems depending on the leader instructions;the basic information is alienating in the basic level assessment;the legal rights is given up in the practice.This article is aim at promoting the solving strategy and deploring how to realize the comprehensive methods to the mass incidents.
