摘要
发展低碳经济是我国转变经济发展方式和实现可持续发展的必然选择。本文对我国低碳创新的现状进行了认真分析,并针对我国低碳创新面临的能源结构高碳化、产业结构不合理、碳生产力低下、面临"锁定效应"以及缺乏有效的政策体系等主要问题,提出了包括构建低碳战略、创新低碳理念、调整产业结构、提倡自主创新、挖掘碳汇潜力以及整合政策体系在内的促进我国低碳创新的六点对策建议,同时还对促进我国低碳创新需要关注的问题进行了认真的思考。
Low-carbon economy is the inevitable choice for China to transform its economic development mode and achieve sustainable development. This paper finds that the high-carbonized energy structure, unreasonable industrial structure, low carbon productivities, insufficient investment, lack of talents, block-in problems, inefficient policy system, and so on, have been the major problems hindering the low-carbon innovation. This suggests that to improve low-carbon innovation, China should make related strategies, renew the low-carbon recognition, adjust the industrial structure, improve capabilities of independent innovation, widen the channels of investment and improve efficiencies of policies, and so on.
