摘要
中国医学科学院药物研究所根据《国家中长期科学和技术发展规划纲要》和《中央级公益性科研院所基本科研业务费专项资金管理办法(试行)》的规定,结合药学研究领域的特点和研究院(所)的实际情况,探讨了如何科学设立基本科研业务费专项的内容。文章针对研究院(所)作为科研管理和项目实施的同一主体,在组织管理、立项、执行、经费、奖惩方式等方面进行了尝试。探讨通过这种模式如何把握课题的实施和预期目标,并通过奖惩结合有效推动项目进展。文章通过对专项的组织实施分析,肯定了基本科研业务费专项对院(所)学科建设、人才培养、前沿技术探索等方面的推动作用,同时提出稳定的专项支持才能保证科研人员长期深入地开展科学研究,从而通过学科整合,优化研究团队,合理调配研究条件,真正发挥团队攻关作用。
This paper describes how the Institute of Materia Medica set up a special project considering the characteristics of pharmaceutical field, while conformed with the National Outline for Medium and Long Term S&T Development' and the "Management of Special Research Fund at Central Nonprofit Research Institutes. " Taking the responsibilities of administration and project implementation, the Institute explored measures in organizing, designing, implementation, and funding project and personnel stimulation. Especially, the Institute addressed the realization of project plan and expected objectives. After severaI years/ experience, it was proved that the special fund is effective in advancement of personnel quality, technology, and the desciplines. It is also proposed that stable long term support of special fund is essential for the Institute to develop as a united team.
