试论我国群体性事件的触发机制与应对策略——基于西方街头官僚理论的视角

On China's Mass Disturbances: Triggering Mechanism and Coping Strategies —— Based on the Western Theory of Street-Level Bureaucracy

街头官僚作为政府基层公务员,居于公共政策链条的执行末端,拥有较大的自由裁量权和政策制定功能,与公民发生直接互动。其行政执法行为产生偏差,在我国社会转型制度性隐患机制还未能根本逆转的条件下,往往直接触发群体性社会危机事件;科学界定自由裁量边界,建立健全行政监察体系,革新基层绩效考评体系,完善民意表达与协调机制,形成长效培训学习机制,是建立预防和治理群体性事件长效机制的重要方面。

Street bureaucrats, as the government＇s basic civil servants at the chain end of the public policy implementation, are in direct interaction with citizens with a large discretion and policy-making function. The biases emerging in their administrative law behaviors often directly trigger mass disturbances of social crises under the condition that the mechanism of institutional hidden dangers in China＇s social transformation can not change fundamentally yet. The following aspects are important in establishing long effective mechanisms to prevent and manage mass disturbances： scientifically setting discretionary boundaries, establishing and perfecting an administrative supervision system, reforming the appraisal system of grass-root level performance, improving the expressing and coordinating mechanism for public opinions while forming a long-term mechanism for training and learning.
