十一届三中全会以来,邓小平作为党中央第二代领导集体的核心,在认真总结以经济建设为中心这一经验和社会主义文化建设的教训同时也指出:"应该将精神文明建设和社会主义文化建设放在显着位置。大力加强社会主义精神文明建设,对建设有中国特色的社会主义文化和推动社会主义思想道德发展将起重要作用"。

Since the Third Plenary Session of the Eleventh Central Committee of the party, as the core of the second generation of the party＇s leading group, Deng Xiaoping has summarized the experience of taking the economic construction as the centre and lessons of socialist cultural construction, at the same time he has also pointed out that the building of spiritual civi- lization and socialist culture construction should be put in the significant position. Strengthen the construction of socialist spiritual civilization, which would play an important role in the construction of socialist culture with Chinese characteristics and also would promote socialist ideological and ethical development.
