To innovate social management is a significant strategic decision China has made to introduce reforms into social areas after its successful implementation of economic reforms.The widening gap between social and economic developments,which has led to increased social problems and intensified social conflicts,makes it urgent to accelerate innovations in social management.The key to innovating social management lies in bringing in new concepts and institutions.This means that we should replace the concept of state-orientedness with that of society-orientedness in transforming the mode of social management.
