摘要
将流域内不同行政区域作为初始水权配置对象,在构建面向区域的初始水权配置系统、剖析初始水权配置系统内涵与特征基础上,从社会、经济、生态环境及协调发展角度,确定初始水权配置系统的发展目标,提出初始水权配置系统应遵循的基本原则,通过构建各分配原则下的目标满意度函数,建立初始水权配置系统多目标优化模型,实现流域内各行政区域初始水权的合理配置。并结合大凌河流域进行案例分析,将模型配置结果与水利部批复的大凌河流域水量分配方案进行对比分析,验证模型的可行性与实效性。
The paper takes different administrative regions as initial water rights allocation objects in the basin. The region- oriented initial water rights allocation system is given, and the connotation and characteristics of the system is analyzed. Ac- cording to the development objective of the system from the coordinated development angles of socio-eco-environment, the basic principle followed by the system is put forward. The satisfied degree function of the system' s objectives is given, and the multi-objective optimal model of initial water rights allocation system is put forward, to allocate each regional initial water right in the basin. Then, the case analysis of Dalinhe River is given according to the comparison between the model' s re- sults and allocation results of Ministry of Water Resources. The case analysis verifies the effectiveness of the model.
