以福州市鼓楼区政府为例,对我国县级服务型政府建设中政府职能转变的相关因素进行分析。运用SWOT分析法客观剖析影响政府职能转变的优势、劣势以及面临的机会与威胁,通过SWOT-AHP法对相关因素进行对比分析,识别筛选出影响服务型政府建设中政府职能转变的关键因素,为促进我国县级政府职能转变提供决策依据。

Cased by Gulou district government of Fuzhou city, the paper analyzed the related factors of functions transformation of service-oriented government in counties of china. Using the method of SWOT to analyze the strengths and weaknesses, the opportunities and threats of government functions transformation,using the SWOT-AHP method to contrastively analyze the related factors, the paper distinguished and filtered the key factors which affected the government functions transformation in the process of constructing the service-oriented government and provided the decision basis for the county government functions transformation.
