On Strengthening Farmers and Benefiting Farmers In the Context of a New Era:From the Perspective of the Innovation of the Party's Ideology on "Agriculture,Countryside and Farmers"

强农惠农论是针对当前特定的时代背景提出来的,并在中央和地方政府层面形成完善的政策体系。在对强农惠农论进行科学的理论解读的基础上,探寻当前"三农"问题面临的困境,并从强农、惠农、富农三个维度提出改善"三农"困境的若干着力点,以资理论的完善和实践的探索。

The topic of strengthening farmers and benefiting farmers was put forward aiming at the present specific background and formed perfect policy system in the central and local government level. The paper explored the difficulties faced by the problems of ＂agriculture, countryside and farmers＂ and put forward some suggestions to improve this difficulties from three dimensions of strengthening farm- ers, benefiting farmers and richening farmers to improve the theory and explore the practice based on scientifically interpreting the theory of strengthening farmers and benefiting farmers.
