For any new energy vehicle industry around the world, the puissant direction of national energy resource strate- gies and the powerful support fi：om governmental policies are critical impetus for its development. There is no exception for China. ＂Regulation Rules on Access to New Energy Vehicle Production＂ was enacted formally as of November 1, 2007, which indicates the standardization of the new energy vehicle industry and. the commencement of its marketization officially encouraged by the govern- ment. This is regarded as a milestone in the development of new energy vehicles in China.
