信息化对标框架和指标分析研究

Research of Informatization Benchmarking Framework and Indexes

电网企业迫切需要定期地与国际先进对标企业和同行业先进对标企业进行整体、综合的能力比较与评估,不断更新信息化对标定性分析框架和定量分析特定指标,强化对标对象特别是国际先进对标企业的选取,提出定性和定量对标方法,开展关键指标定性分析和关键指标定量分析,重点完成信息化治理、信息化实施、基础设施、信息管理、信息集成、信息化创新能力等信息化执行力和信息化创新能力的对标分析,及时评价企业信息化整体所处水平和能力,以便每年滚动修订本企业的信息化发展报告。

There is an urgent need for power grid enterprises to periodically and comprehensively compare with the international advanced benchmarking enterprises and the electric power industry benchmarking enterprises, to continuously update informatization benchmarking qualitative analysis framework and quantitative analysis indexes, to enhance the choice of benchmarking enterprises, especially the international advanced benchmarking enterprises. This paper proposes a benchmarking management method combining qualitative analysis with quantitative analysis. The proposed method is helpful to analyze informatization executive capability and creativity, and timely assess enterprises informatization level and capability in order to revise the yearly informatization development report.
