公安情报信息共享问题研究——以公安“大情报”系统建设为视角

Study on the Problems of Public Security Intelligence Sharing From the Perspective of Police ＂Big Intelligence＂ System Construction

随着情报信息主导警务理念的提出和公安＂大情报＂系统建设的推进,公安情报信息共享成为公安情报信息工作一个非常重要的问题。由于我国公安＂大情报＂系统建设时间并不长,缺乏一些理论和实践经验,在思想、制度、管理、技术等方面还存在着一些不利的因素影响着情报信息共享,致使情报信息共享程度不高、内容单调,应从文化、机构、制度、技术等方面加强建设和改革,以保障情报信息高效流转和共享,推动公安＂大情报＂系统建设可持续发展。

With the concept of intelligence-led policing and the advancing of the police ＂big intelligence＂ system construction, public security intelligence sharing becomes a very important problem in police intelligence work. However, due to the construction of China＇s police ＂intelligence＂ system is not long, lacking theory and practical experience, in area of ideology, system, management, technology, there has some negative factors affecting intelligence sharing, which causes intelligence sharing level is not high and the content is dull. We should strengthen construction and reform on cultural, organization, system, technology, ensure efficient sharing of intelligence, promote the ＂big intelligence＂ systems for sustainable development.
