河南省制造业升级的约束条件与实施路径

Constraints and Implementing Paths of Manufacturing Industry Upgrading in Henan Province

随着经济发展方式转变和产业结构调整,河南省制造业存在的主要问题是重型工业比重大、对资源和能源消耗的依赖程度高,先进制造业发展不足、生产性服务业相对滞后以及产业集中度不高、产业集群经济实力弱等。制造业升级面临的约束条件和制约因素主要有资本深化与资源、环境和就业压力的矛盾、制造业规模扩张与城市化发展滞后的矛盾、制造业升级与对价值链低端环节依赖的矛盾以及体制、机制和认识上的原因。河南需要通过新型工业化和城镇化的深入推进、加快生产性服务业和中小企业发展以及产业集聚区建设等方式推动制造业转型升级。

The manufacturing industry of Henan Province is faced with some main problems in the transformation of economic development mode and the adjustment of industrial structure.The problems include a too big proportion of heavy industry,dependence on resources and energy consumption,insufficient development of advanced manufacturing,less advanced producer services,the high degree of industrial concentration,and weak industry group economic strength,etc.The upgrading of the manufacturing industry faces the constraint conditions and the main restricting factors which are some contradictions between capital deepening and the resources,environment and the pressure of employment,between manufacturing scale expansion and the lagging behind of urbanization,between the upgrading of the manufacturing industry and relying on the low end of the value chain links as well as the system,the mechanism and the cognitive reason and so on.In order to promote the transformation and upgrading of manufacturing industry,Henan Province should apply methods to carrying out the process of new industrialization and urbanization to accelerate the development of producer service industry and the development of small and medium-sized enterprises to construct industrial agglomeration area.
