大型银行分支机构应用“腕骨”监管指标体系的思考

随着国内外经济金融环境的巨大变化,商业银行改革创新力度不断加大,尤其是巴塞尔协议Ⅱ、巴塞尔协议Ⅲ颁布实施后,以前的监管指标已不能满足对各商业银行进行监管评价的要求。对此,银监会创立了针对大型银行法人机构的"腕骨"(carpals)监管指标体系,为更加科学合理地对大型银行分支机构进行监管评价,本文在"腕骨"监管指标体系基础上,结合山东实际,初步构建了适合分支机构监管实际情况的监管指标体系。

Abstract： Along with the domestic and international economic and financial environment changes greatly, Commercial bank reform innovation strength is increased ceaselessly. Especially the New Basel Accord II, III promulgated after the imple- mentation, the former supervision indexes can not meet the commercial bank supervision evaluation requirements. There- fore, The China Banking Regulatory Commission established ＂carpals＂ supervision indexes system for large bank. In order to more scientific and reasonable to a large bank branches of the supervision evaluation, We based on the ＂carpals＂ supervi- sion indexes system and the reality of Shandong, preliminary built a set of supervision index system suitable for the branches of large bank.
