生态城市碳金融地方性立法的先行先试

The Attempt of Regional Legislation for Carbon Finance in Eco-city

在诸多应对气候变化的方案中,碳金融是一种正在实践中的应对气候变化的金融解决方案,它能够从碳投融资、碳排放权交易和碳银行贷款等多方面支持生态城市建设。而生态城市碳金融地方性立法的先行先试又为生态城市碳金融活动提供了法律保障,也为在全国范围内的碳金融立法奠定了基础。鉴于生态城市碳金融地方性立法先行先试所具备的可行性和良好的预期效果,应加快在生态城市试点区制定《碳金融促进条例》、建立生态城市碳银行、进行碳金融衍生产品制度的创新试验等,对生态城市的碳金融地方性立法作大胆尝试。

Among the many methods to cope with the climate change, carbon finance is one of the solutions in practice, which may vary from carbon investment and financing, carbon emissions trading and carbon bank loans to support construction of ecological city. The attempt of the regional ＇legislation for carbon finance ensures the law enforcement of eco-city; besides, it establish the foundation for the national wide legislation for carbon finance. Due to the attempt of the regional legislation for eco-city carbon finance, which are of feasibility and expected results, we should speed up the legislation of ＂Carbon Finance Promoting Rules＂, the establishment of the eco-city carbon Bank, carbon finance derivatives innovative system＇s attempt, so as to make an illustration in the aspect of carbon finance legislation in local administrative system.
