Forest carbon production is low-cost options in the adaptation and mitigation of global cli- mate change, that encourage the production of forest carbon because of its economic attributes, inclu- ding the production of public goods characteristics and positive externalities. The thesis uses the sup- ply and demand curves to economically explain the forest carbon production, analyses property rights arrangements and carbon price payment as incentives for forest carbon production, points out the prac- tical difficulties in the incentive of property rights arrangements, to expedite the introduction of a carbon tax, and then play the role of carbon pricing mechanism, optimize the allocation of resources in forest carbon production.
