工业用地供给制度绩效评价研究——以南京市江宁区为例

Study on Evaluation of Performance of Industrial Land Supply System——Taking Jiangning as an Example

研究构建了工业用地供给制度绩效的评价指标体系,并以南京市江宁区为例进行了实证分析。在研究中综合运用了目标分析法、德尔菲法和层次分析法。通过研究证明,工业用地供给制度的绩效可通过结构配置效用、经济效用和社会监管效用三个方面体现。在江宁区工业用地供给制度绩效评价中,社会监管效用水平很高,经济效用一般,结构配置效用较低有待进一步加强。以此为依据,结合江宁区工业用地供给制度实施中存在的问题以及各地工业用地供给制度实施的现实情况,建议从明确园区定位、促进优质企业引入、强化"供后监管"、加强土地供应进度科学合理性四个方面加以调控。

In this paper, it sets up an index system for evaluating the performance of industrial land supply system, taking Jiangning as an ex- ample to analysis. In the study, the objective analysis, the Delphi method and AHP are comprehensive used. Through this research, it indicates the efficiency of industrial land supply system is reflected by land structure effect, economic effect, and social supervision effecL Among them, the score of social supervision effect is very high, the economic effect is in the general level, and the land structure effect should be further strengthened. To this end, combined with the actual situation in Jianguing District, it is suggested the government could regulate the industrial land supply by clearing positioning of the industrial park, promoting introduction of enterprise with good quality, strengthening the regulation after supply, and making sure land supply schedule scientific and reasonable.
