System Construction and Fiscal Responsibility: Pension System of Post-crisis Era in China's Rural Areas——From “Fragmentation” to “System”

拉动国内消费需求尤其是农村居民消费需求是后危机时代经济增长的主要马车。通过分析后危机时代的农村社会养老保险的"碎片化制度"及其危害,提出政府从财政角度——财政补贴、财政转移支付、财政引导机制、财政预算和财政监督逐步将农村社会养老保险由"碎片化"转为"体系化",增强农村居民消费信心。

To stimulate domestic consumption demand, especially in rural areas, is the main push to economic growth in post-crisis era. By analyzing the ＂ fragmentation＂ of pension system of the post-crisis era in Cbina＇s rural areas and its harm, it is suggested that, from the angle of fiscal subsidies, transfer payment, fiscal management, fiscal budget and fiscal supervision, the government should gradually transform ＂ fragmentation＂ to ＂ systematism＂ in terms of rural pension so as to enhance the rural consumer＇s confidence in their consumption
