摘要
针对我国东部经济发达的中小城市户外广告存在的布局混乱、设置无序、与城市景观不融合等问题,从公共政策及城市管理的角度,对现状户外广告进行统一梳理,采用从宏观到微观层层深入的手法,探索适合中小城市建设管理的户外广告设置规划。浙江安吉县户外广告规划从公共政策和城市管理的角度出发,提出"全面覆盖、突出重点、规划可控、执法可依"的编制思路,采用"规划、规范、规程"三个层面相结合的编制技术路线,使规划既具有引导性和控制性,又具备可操作性和实效性。
With the outdoor advertising’s problems of economically developed eastern middle-size and small cities such as the chaos layout,unordered setting,unfit with the landscape,etc,the paper start with the police and management,cardings the outdoor advertising,adopts the method which from macroscopic to microcosmic,explores the planning that fit the middle-size and small cities.Zhejiang Anji outdoor advertising’s planning proposes the formation thinking "comprehensive cover,Emphasize,planning controlled,legal enforcement",adopts the technological way which contain planning,standard and regulations,make the planning has the guiding and controlled,has the maneuverability and effectiveness.
