对我国总体城市设计的思考

总体城市设计的探索与实践日益广泛,在构筑城市空间发展整体框架、塑造城市形象、突出城市特色、提高城市生活质量方面起着关键性作用。研究从城市设计层次关系入手,探讨总体城市设计的价值取向,并提出创作思路,坚持有所为、有所不为的原则,强调提炼重点、重点控制和推陈出新的设计理念与方法。从管理实施的角度,对总体城市设计成果内容的构成提出了新的建设性意见,建立城市设计项目库概念,将总体城市设计目标要求转化为具体的城市设计项目,纳入近期实施计划和年度编制计划,将总体城市设计思想贯彻落实到具体空间位置,强化对建设用地的空间管制。通过动态管理操作,更好地适应市场经济条件下城市综合开发的多样化需求。

Urban master design is use in lots of way, and plays a crucial role in constructing urban space and urban image, extruding urban feature, improving the quality of life. With urban design hierarchy, this paper analyzes the value orientation of design and proposes the design thinking, insists ＂things must be done and things must not be done＂, refines the point, do the key control and creative efforts. On the management, this paper proposes the suggests, builds the design project library, translate the design goal into the design project and bring into the recent plan or year plan, takes the design thinking into the space, and make a strengthen management. And it will adapt the variety needy of the comprehensive exploitation with the dynamic management.
