农民工转移就业培训的现状分析与对策研究

Analysis of the Status of Transfer Employment Traning for Rural Migrant Labors and Its Countermeasures

农民工流动成为影响我国经济发展的关键性因素。由于传统户籍制度和城乡二元经济结构束缚了农民工流动的步伐,对农民工进行转移就业培训就显得很有必要。在贯彻农民工就业培训指导方针的基础上,政府应在相关政策制定、财政补助和中介组织等方面发挥积极的引导作用。

The flow of rural migrant labors becomes a key factor to the economic development of our country. It is the system of traditional census register and the dual economic structure between urban and rural area that slow the steps of rural labors＇migration, so it is necessary to launch the transfer employment training for migrant labors. Under the government＇s guidelines of transfer employment training, the related departments of government should play a guiding role in these aspects： the formulation of relevant policies; the fi- nancial subsidy and intermediary organization.
