实施“村改居”加快推进城乡一体化的基本要求与路径

On Basic Requirements of Implementing "Changing Villages into Communities" Program to Accelerate Development of Urban and Rural Integration and Its Route

实施"村改居",是加快城市化进程的必然选择,是转方式、调结构的现实需要,是保障和改善民生的重要举措。潍坊市奎文区在实施"村改居"中,遵循因村制宜、分类指导是搞好"村改居"工作的基础,公开公正、依法操作是搞好"村改居"工作的保证,维护好、发展好群众利益是搞好"村改居"工作的核心的基本要求,确立了"三改四化"的推进方案,即实施城中村改造、农村集体资产改制和"撤村设居"三项改革,实现社区建设多元化、管理网格化、服务信息化、党建区域化的发展模式,实现了由"村"到"居"的体制转换,全面提升了社区管理服务水平,探索出一条符合中心城区实际的农村城市化、农民市民化、管理社区化、服务均等化、城乡一体化的科学发展新路子。

The implementation of ＂Changing Villages into Communities＂ program is both the inevitable choice to accelerate the urbanization process,the practical needs to transfer mode,adjust structure,and an important measure to protect and improve people＇s livelihood.In the process of implementing the program,Kuiwen District,Weifang City followed the principles such as management in accordance with the different villages and classified guidance as the foundation to change villages into communities,being open and fair and operation based on law as its guarantee,maintaining and developing the interests of the masses as the core of the work and established the promoting program of three reforms including implementing the transformation of villages,rural collective assets restructuring and cancelling villages and establishing communities and pluralization of community construction,management networking,service informatization and party building regionalization.Through the above,the structural transformation from ＂villages＂ to ＂communities＂ has been achieved and overall level of community management services has been largely raised.People have explored a new way of scientific development to meet the real conditions of central urban area in which villages have been urbanized,farmers citizenized,management communitized,services equalized and urban and rural areas integratized.
