塞内加尔大学科研体系改革计划评析——以达喀尔大学为例

Evaluation for Reform Program of the University's research system in Senegal——A Case Study of the University of Dakar

塞内加尔政府在2006年出台了国家科技发展振兴计划。为了更好地发挥大学在科技振兴中的主体地位,瓦德政府制定了大学科研管理体制的改革方案,一方面促进大学和独立科研机构紧密合作,形成一体化的科研体制;另一方面在大学设立国家实验室和研究中心,承担国家的重大科研创新计划,凸显大学在科学技术创新中的主体地位。为了进一步推进这一改革计划,2009年达喀尔大学又制定了新的中长期战略与发展规划。

The Government of Senegal issued the plan of national scientific technological development and revitalization in 2006. In order to play the dominant role of the University better in the revitalization of science and technology, The Government had clone some measures to promote the reforming of scientific management system in university. These measures consisted of two aspects. The one is to promote the close cooperation between the universities and independent research institutions for establishment of system in the filed of science integration. The other one is to set up state laboratories and research center in universities to assume the great national research innovation programs, which would protrude the dominant role of the universities in this process of science and technology innovation. In order to further the reforming plan, Dakar University also enacted a new long-term reforming strategy and development plan in 2009.
