整体性与结构性的社会转型对执政党建设提出了全新的挑战,社会转型进程中的执政党建设迫切需要寻求与国家建设实现战略性互动的机制和载体。执政党通过建设战略的适应性调整,不断回应社会生态环境的变化,成为更能代表民意与回应民情的现代政党,是中国执政党建设的基本经验。逐步提升执政党建设的科学化水平,不断强化执政党的价值引领、制度规范与组织渗透能力,通过执政党组织的功能再造、结构优化与机制创新,实现党内治理的民主化和社会治理的理性化,实现执政党自身的现代转型,是社会转型进程中执政党建设的战略抉择。

The ruling party, being challenged by the integral and structural social transtormation in a new way, calls for an appropriate mechanism and carrier of strategic interaction with nation-building. It is the elementary experience of the ruling party construction in China that the CPC responds to the social ecological environment change constantly in order to better represent and respond to public opinion. Moreover, it is essential to enhance the capabilities of the CPC, for instance, values leading, institution normaliza- tion, and organizations penetration, through recreating the functions of organization, optimizing its structures, and innovating its mechanisms to realize the democratization of the intra-party administration and the rationalization of the social governance. It is the strategic choice of the CPC to uplift the scientific level of its construction step by step and realize its own modern transformation during the course of social transformation.
