我国专利信息数据库建设原则与利用体系研究

Construction Principles and Utilization System for Patent Information Database in China

指出专利信息作为技术信息,具有很强的经济效益和法律作用;专利信息数据库建设的好坏直接影响专利事业的发展。通过对专利信息数据库建设现状的分析,提出数据库建设应坚持标引准确与规范化原则、公共服务与市场服务相结合原则、信息全面整合与专题分类相结合原则等,并就专利信息利用体系之建立进行阐述,以期对专利信息数据库建设与利用有所裨益。

As the technical information, patent information has a strong economic and legal effect. Patent information database construction will have a direct impact on the development of the patent cause. Based on the current situation of the construction of patent information database, the authors suggest that the database construction should insist on the following principles： accurate indexing and standardization, combination of public service and market service, the full integration of patent information, proper project classification and so on. The authors finally introduce the utilization system of patent information, in order to benefit the patent information database construction
