Some problems with low achievements transfer in local university, less achievements supply and enterprise inadequate effective demand, were expounded in the paper, it is related to unreasonable scientific research team structure of university and unsound scientific research mechanism. Therefore, the local university must establish effective research groups mechanism, so as to seek a breakthrough from Source, process, benefits distribution and service system and so on, construct innovative research team, and effectively improve the ability and level of colleges and universities served the local economy and society.
