城镇化进程中农村养老问题凸显,通过比较城乡养老保障程度并分析城镇化进程中农村家庭养老面临的新问题,提出在新形势下构建以家庭养老为基础,以社会养老为关键的农村养老模式。在家庭养老中注重精神慰藉,在社会养老中强化社会保险的保障、尝试"外包养老"和"自我扶持养老",充分发挥各级政府机构的职能和村镇基层干部的领导作用,整合社会资源共建农村养老新模式,以实现城乡统筹发展。

In the process of urbanization, the rural pension problem is highlighting. By comparing the urban and rural old-age level of pro- tection and analyzing the new problems of the rural family endowment in the process of urbanization, the paper puts forward constructing the rural endowment patterns based on family support and taking society provides of key. And paying attention to spiritual comfort in the family endowment, intensifying the social endowment insurance ,attempting ＂contract endowment＂ and ＂self-support endowment＂, so we need to in- tegrate social resources and give full play to the function of government at all levels and play the leading role of village cadres at the grass- roots level in order to construct a new rural endowment mode and realize the balanced development of urban and rural.
