The Mechanism and Countermeasures of Accelerating the Share Holding Reform of Military Enterprises

结合军工企业股份制改造的现状,按照"分类指导、循序渐进、稳步推进"的原则,从市场机制、军民结合机制、产学研结合机制和政府政策保障机制等方面入手,加快军工企业的股份制改造。并通过培育有效的国有资产投资主体、加强军工企业制度创新、创新军工企业治理结构,以及积极推进政府职能转变来确保军工企业股份制改造的实现。

Recently, the State Council and the Central Military Committee released the certain opinions about establishingand consummating the weapons research and production system on the foundation of civil military integration, planning to basically complete the Share holding reform of military enterprises in three to five years. On the status of the reform and the principles of classified guidance, proceeds orderly and advances steadily, this paper starts from multiple mechanisms todiscuss ways of promoting the reform, such as the market mechanism, civil military integration mechanism, university-industry cooperation mechanism and the security of government policy mechanism. We could also further promote share holding system by foster effective state-owned assets of investment, strengthen system innovation, create new governance structure, and actively promote the transformation of government functions.
