先进装备制造业科技人才绩效评估及提升对策分析——基于武汉装备制造业新型工业化中科技发展有效性的案例研究

Study on the Countermeasures to Appraise and Upgrade the Performance of the Scientific and Technological Talent in the Advanced Equipment Manufacturing Industry——Take the Equipment Manufacturing Industry in Wuhan as a Case

科技人才绩效对装备制造业实现先进性目标具有重要意义。武汉装备制造业作为武汉工业的支柱产业和湖北装备制造业的核心组成部分,对湖北工业发展及升级极为重要。如何提升科技人才在先进装备制造业发展中的绩效能力和水平,是创新与发展湖北工业经济急需解决的重点问题。以武汉装备制造业新型工业化过程中的科技发展案例为基础,运用DEA分析方法对武汉装备制造业近8年来科技投入产出的相对有效性展开研究。通过DEA评价,分析得出了DEA有效决策单元与非有效决策单元,就人财投入及其投入比例、拥有的发明专利以及新产品销售收入等指标,对武汉先进装备制造业科技发展的相对有效性进行了评估,提出了提升先进装备制造业科技人才绩效的对策。

The performance of the scientific and technological talent means much for the equipment manufacturing industry to reach the advanced objectives. As the pillar industry in Wuhan and the core element of the equipment manufacturing in- dustry in Hubei, the equipment manufacturing industry in Wuhan is quite important to the progress and upgrade of the in- dustry in Hubei. It is an urgent and important problem in innovating and developing the industrial economy in Hubei how to upgrade the performance ability and level of the scientific and technological talent for developing the equipment manufac- turing industry. So, the paper takes the scientific and technological development in the newly-typed industrialization of the equipment manufacturing industry in Wuhan as a case, adopts the Data Envelope Analysis （DEA） method to analyze the relative validity of the scientific and technological input and output of Wuhan equipment manufacturing industry in re- cent years. By DEA, the paper makes clear the effective decision units and the ineffective decision units, on which it makes an evaluation of the relative validity to the scientific and technological development of Wuhan equipment manufacturing in dustry through the indicators like the inputs of human and financial resources and their proportion, the invention patents and the sales income of the innovative products. Finally, the paper proposes some countermeasures on upgrading the scien- tific and technological talent＇s performance of the advanced equipment manufacturing industry.
