低碳经济背景下黑龙江省现代服务业发展策略研究

The Development Strategies of Heilongjiang Modern Service Industry Under the Background of Low-Carbon Economy

现代服务业相对于传统服务业具有高技术含量、高人力资本含量和高附加价值三个基本特征,并在此基础上衍生出新技术、新业态和新方式"三新"发展态势,具有资源依赖度低、污染排放低的特点。这些特征符合发展低碳经济的要求。在低碳经济背景下,针对黑龙江省现代服务业发展缓慢的现状,其发展策略是:以信息产业为支撑,促进现代服务业与其他产业的融合;加强政策引导,加快制度创新;推进自主创新与合作创新;依托四大主导产业,大力发展生产型服务业;加快现代服务业的人才引进和培养。

Comparing with traditional service industry, modem service industry has three basic characteristics in terms of high technology, high human resource capital and high added value, based on which three new trends were developed, namely, new technology, new industry condition and new method with low resource dependence and low pollution discharge. All the characteristics conform to the requirement of low-carbon economy. To meet with the demand of low-carbon economy, with regards to the shggish development of modem service industry in Heilongjiang, development strategies are proposed： to promote the integration botween modern service industry and other industries, relying on the support of information industry; to strengthen the role of policy guidance and accelerate institutional innovation; to push on with independent and cooperated innovation; to vigorously develop productive service industry, depending on four major leading industries; and to quicken the introduction and training of talents for the industry.
