关于对完善我国民间投资制度的研究

The Improvement of Nongovernmental Investment System in China

目前,我国在民间投资制度设计上还存在诸多缺陷,其表现是一些行业的准入障碍依然存在,允许民间资本进入的大多数是利润微薄甚至会亏损的领域;金融体系对民间投资缺少良好的支持。同时,税率高、重复征税等问题普遍存在,严重影响民间投资的发展。改革开放以来的事实证明,民间投资已经成为我国经济发展不可或缺的重要力量。国家应该尽快完善民间投资制度,即建立健全相关政策法规;放宽民营资本进入领域;完善民营企业融资渠道;推进税制改革。

In China, the nongovernmental investment system now still has some defects. Industry admittance barriers still exist by only permitting the private capital investing in areas with meager profit or inclined to a loss. The finance system also provides no good support to the investment of private capital. In addition, problems like high tax rate and repetitive taxation prevail, seriously influencing its development. Since the reform and opening-up, the fact has proofed that private investment has become an indispensible force for the economic development in China. The government should improve the system at speed, namely, to establish sound relevant policies and regulations, invite private capital to participate, improve financing channels for private enterprises, and push on with tax reform.
