深圳的高新技术产业在高速发展、产品出口增加、知名企业拓展国外市场的过程中,频频遭受以知识产权和贸易救济措施、技术性贸易壁垒为代表的国外隐蔽性贸易保护措施的困扰,影响重大。对此,深圳应对的思路是先要辩识,尽量避免;如若被诉,则酌情应诉反击或磋商和解;更要强健自身,适时主动发起保护措施。为此,要创新应对国外隐蔽性贸易保护措施的组织体系,完善应对的信息系统。

During these years Shenzhen＇s high-tech industries are frequently subjected to intellectual property, trade remedy measures and technical barriers to trade. The strategies for Shenzhen＇s high-tech industry to respond to these measures are： （1） identify the nature of the foreign trade protection measures and try to avoid; （2） where appropriate, responding to counterattack or consultations reconciliation; （3） to robust Shenzhen＇s high-tech industry itself, initiate protective measures as appropriate. To this end, Shenzhen must innovative the organizational system and improve information systems to deal with bidden foreign trade protection measures.
