地方政府推动普通高中多样化发展的制度供给逻辑 被引量:5

Institutional Supply Logic for Local Government to Promote the Diversity Development of General High Schools

摘要 在国家"推动普通高中多样化发展"的政策框架下,地方政府应通过"本地化"的制度供给,对普通高中教育改革进行引导。由地方政府供给的制度可分为促进相关主体合作、赋予微观主体改革权力、为相关主体提供激励等类型。推动普通高中多样化发展的制度供给目前存在着价值冲突、职责有限性、改革项目"局部试点"属性等约束条件。在具体行动中,地方政府应注重提高制度供给的"适应效率",重视解构现存的不符合多样化发展目标的制度,增强制度供给的协调性。 Under the national policy framework "to promote the diversity development of general high schools",local governments are supposed to adopt the "localization" of institutional supply to guide the reform of general high schools.Institutional supply of local governments can be categorized into promoting cooperation of relevant subjects,giving the reform power of micro-subjects and providing incentives to relevant subjects.Currently,constraints such as value conflicts,responsibility's limitation,and the local pilot of reform projects do exist with regard to the institutional supply to the diversity development of high schools.When it comes to action strategies,local governments should focus on improving the "adaptive efficiency" of institutional supply,stressing the existing institutional deconstruction which does not meet the goals of diversity development and enhancing the coordination of institutional supply.
