以顾客需求为导向的政府绩效管理——美国巴尔的摩市的实践与启示 被引量:2

摘要 美国巴尔的摩市的CitiStat模式显著提升了政府绩效管理和公共服务水平,不仅风靡美国,而且被英国、澳大利亚等国借鉴和运用。CitiStat管理模式由机构、数据、会议、跟进等要素组成,坚持及时而准确的信息收集与分析、快速高效的跨部门资源配置、切实可行的策略部署、毫不留情的持续跟踪评估。CitiStat模式的成功,启示我们提高政府绩效管理水平需要有广泛的公民参与、及时的信息共享、严格的行政问责。
