The Development of Social Assistance System in the “Eleventh Five-Year Plan" Period

在十七大报告中,社会救助和最低生活保障制度,同社会福利和社会保险一样,被定位为社会保障体系的"基础"和"重点",摆脱了以往有意无意地被"边缘化"的弱势地位。根据民政部发布的与城乡社会救助发展相关的文献资料和统计数据看,社会救助制度在"十一五"期间取得了较快的发展。但是,这一制度仍然面临诸多问题,在今后的政策推进过程中,有必要建立有效的社会救助与物价上涨的联动机制,同时在政策思路和制度安排上还须引入"适度普惠"的理念,注重社会救助的专业化以及社会工作的介入。

In the Report to the Seventeenth National Congress social assistance and minimum living standard system, is positioned of the Communist Party of China, as the ＂foundation＂ and ＂focus＂ of the social security system, as well as the system of social welfare and social insurance. They are free from the past with or without intentionally marginalized vulnerable position. According to the related literature data and statistics in the area of the development of urban and rural social assistance published by the Ministry of Civil Affairs, the development of social assistance system has achieved rapid development in the ＂Eleventh Five - Year Plan＂ period. However, this system still faces many problems. In the future improvement process of the policy, it is necessary to establish effective linkage mechanism between social assistance and the prices rising, as well as introduce of the ＂moderately generalized preferences＂ concept in policy ideas and institutional arrangements, focus on the professionalization of social assistance and the intervention of social work.
