传统产业判断标准和转型升级动机——以肇庆工业为例

Criterion and Motives on Transformation and Upgrading of The Traditional Industry:Zhaoqing Industry as an Example

传统产业是一个相对概念。本文的研究以地区产业支柱、产业贡献率下降和可持续发展能力有限为传统产业的评判标准,构建了相应二级指标体系,并以肇庆工业为例,选择"五类产业、十九个行业"为传统产业。政府基于传统产业对国民经济可持续发展、产业转移升级、现代产业体系构建、充分利用资源等方面的重要作用,希望推进传统产业转型升级。企业面临政策环境、市场环境和经营管理压力,需要加快转型升级。

The paper first defines the connotation of traditional industry, and then selects the traditional industry standard with the regional pillar industry, industry contribution rate and the limited sustainable devel- opment ability. It constructs the corresponding two level index system, and takes Zhaoqing industry as an ex- ample, has selected ＂five industries, nineteen industries＂ as traditional industry. The paper too thinks that the government hopes to promote the transformation and upgrading of traditional industry which is based on the sustainable development of national economy, the industry upgrading, the modem industry system, the full use of resources; the enterprises need to speed up transformation and upgrading because of the policy environ- ment, market environment and management pressure.
