政府间财力配置视角下的区域协调发展——基于中国省级面板数据

Regional Coordinating Development from the Perspective of Intergovernmental Fiscal Allocation——Based on Provincial Panel Data

改革开放以来,中国经济持续快速增长,但是改革成果在地区间的分享是不公平的,地区间的发展是不协调的。在这一过程中,财政体制变迁中的政府间财政能力的配置状况是影响地区经济增长和区域分配格局的重要因素。据此,本文立足中国的实际情况,运用面板数据,从政府间财力配置的角度整体考察财政体制变迁及改革对全国及东、中、西地区经济的影响。

Since the reform and opening policy, the economy in China has been increasing consistently, while the fruit of reform is unevenly distributed among different regions. During this course, intergovermmental fiscal capacity allocation in the evolvement of fiscal system is the key factor to affect the regional economic growth and regional distribution pattern. Therefore, this paper, based on the actual situation in China, the panel data, examines the effect d fiscal system evolvement and refornm on nation-wide economy and the three region economy.
