摘要
全要素生产率是动态效率的一种度量。以我国30个省市的工业污染治理投入产出的统计数据为实例,运用基于DEA模型的Malmquist指数方法,测算了2000~2009年中国省际的工业污染治理全要素生产率的变化。结果显示:2000~2009年期间我国工业污染治理全要素生产率增加7.1%,主要来源于技术进步的贡献;省际间的全要素生产率的变动存在较大区域差异,河北省工业污染治理全要素生产率改善最多,而青海省下降最多;工业污染治理全要素生产率的变化和技术变化随时间都呈现U型曲线规律。最后基于实证分析的结果,给出了提升我国工业污染治理效率的政策建议。
Total factor productivity is an indicator to measure dynamic efficiency. Using input-output statistics of industrial poilu-tion control of thirty provinces and autonomous regions in China, this paper calculates changes of total factor productivity of industrial ponu-fion control in inter-provinces from 2000 to 2009 with Malmquist index method in DEA model. The results show that for contribution of technical progress, TFP of industrial pollution control grows by 7.1% in China from 2000 to 2009. And there are considerable regional dif-ferences in change of TFP among thirty areas, TFP in Hebei Province has the biggest growth, and that of Qinghai Province has the biggest fall. Th changes of TFP index and technical change follow U - shape curves. Finally some policy advices on improving efficiency of in-dusuial pollution control are given based on empirical analysis.
