特色经济区域地方高校办学结构调整的依据和原则

Basis and Principles of School Structural Adjustment of Local Universities in Characteristic Economic Region

迫于自身发展困境以及和地方社会之间供给与需求之间的矛盾,及时调整办学结构,已经成为当前地方高校改革发展的历史必然选择。该文认为,要积极推动地方高校办学结构的调整,必须以践行社会服务功能、全面提升办学水平、瞄准地方经济社会发展特色和全面落实实践性应用型人才培养模式为依据。同时,必须坚持适度控制,集中优势,特色发展原则;坚持强化服务意识,价值双重建构原则;坚持实事求是,结合自身发展实际原则;坚持整体设计,可持续发展原则;坚持强化主体意识,积极发挥文化引领功能原则;加持瞄准社会需求,动态发展原则。

Compelled by own development difficulties and the contradiction between supply and demand in local society,timely adjustment of the school structure has become the historical inevitable choice of local universities' reform and development.To actively promote the local universities' structural adjustment,must practice social service functions to enhance the educational level,aiming at the social development features of local economic and fully implementing the practical application personnel training pattern.Meanwhile must adhere to the principles of moderate control,centralized advantages,characteristic development;adhere to seek truth from facts,combining their own actual development;adhere to the principles of overall design and sustainable development;adhere to strengthen the subjective consciousness,aiming at the social needs.
