摘要
富弼重视从整体上、全局上看待军事问题:统筹整体军事布局;统筹国防建设、经济发展与社会治安;居安思危,积极备战;反对宦官监军;理顺军事管理体制;师出有名、反对行刺等。富弼的军事思想,具有较高的理论和实践价值。
Fu Bi, a prime minister of Northern Song Dynasty, looked at military issues from an overall view. Fu Bi’s military thinking are mainly as follows： overall arrangements for military layout; co-ordination of national defense, economic development and social security; preparing for the potential war in time of peace; fighting against the eunuch in charge of military; rationalizing the military management system; fighting against assassination, etc. Fu Bi＇ s military thoughts have a higher value theoretically and practically.
