On Construction of Moral Prevention Mechanism against Future Corruption

立足于事先预防、防治结合,构建期权腐败的道德防控机制,必须做好三个方面的工作:构建全民参与的廉政文化建设机制,增强思想道德防线的文化底蕴;完善干部思想道德建设的领导管理机制,形成领导推进干部思想道德建设的合力;健全干部思想道德建设的评价与监督机制,促使领导干部把外在的制约机制逐渐转化为对自己行为的内在调节动力,加固拒腐防变的思想道德堤防。

Aimed at prior prevention, along with combination of prevention and control, a moral prevention and control mechanism is constructed against future corruption. To this end, three fields of work must be strengthened. A mechanism of clean political culture is constructed that is participated by the whole people, enhancing the cultural heritage of the ideological and moral defense. Given the supervision management mechanism for the ideological and moral construction of the cadres, it needs perfecting so as to promote the leadership to work together for the ideological and moral construction. As far as appraisal and monitoring mechanisms of ideological and moral construction is concerned, it is necessary to be amplified to promote cadres to gradually transform external constraint mechanism into the internal motivation to regulate their own behavior, reinforcing ideological and moral dike against corruption.
