西安“四区二基地”城乡统筹模式研究

The Overall-planning Mode of Four Districts and Two Bases in Xi′an

随着城市化进程的加快,城市郊区成为拉大城市框架、布局新产业的重点区域,而这一切与农村、农民密切相关,城乡统筹就成为城市化的重点与难点。本文以西安"四区二基地"作为研究对象,把西安"四区二基地"作为关中经济社会发展的龙头和战略支点,以优势产业为支撑,提高区域技术创新能力,推动经济社会发展切实转入科学发展的轨道达到"以点带面、以城带乡、城乡统筹发展"的目标。与此同时也形成了一些城市边缘区的城乡经济社会统筹的模式。

With the progress of urbanization, the suburbs of the city become an important zone in expanding the urban frame and locating new industry. Taking the four districts and two bases of Xi＇an as the case research, this paper also takes the four districts and the two bases as the spearhead and strategic point of the social and economic development and the privileged industry as the back to enhance the innovative capability of the regional technology and to lead the social and economic development onto the road of scientific development of point first, area second ; city first countryside second and the overall development of the city and the countryside. In the meantime, it has al- so formed the mode of overall planning of the city and the countryside in the suburbs of the cities.
