华东地区高层建筑日照规划管理研究——兼论对扬州市高层建筑日照规划管理的建议

A COMPARATIVE STUDY ON PLANNING TOOLS ON SUNSHINE OF HIGH-RISE BUILDINGS IN EAST CHINA-SUGGESTIONS TO YANGZHOU CITY PLANNING MANAGEMENT

在城市高层建筑不断兴建的同时,阳光权成为城市居民倍加关注的焦点。各地的高层建筑日照管理规定平衡着政府、开发商、业主等多方利益,在城市建设中扮演着重要的角色。然而,由于许多中小城市高层建筑发展尚处于起步阶段,相关的日照管理规定还存在不完善或与当地实际不相符的状况。本文基于对江苏省扬州市高层建筑日照规划管理现状的调研分析,以及周边华东地区政策法规的对比,对扬州市高层建筑日照规定提出建议,并希望对类似的中小城市相应规则的制定与调整起到一定的借鉴作用。

With high-rise housing increasingly emerged in cities, right to sunshine has become the focus of residents. Local regulations are balancing the needs of government, developer and residents. However, in many medium- and small-sized cities, regulations on sunshine have not been well defined or customized according to local conditions, Based on survey works in Yangzhou and compared with adjacent cities, the paper gives suggestions to the sunshine regulation on high-rise buildings in Yangzhou and sets examples for cities of similar scale and conditions.
